విలేకరుల సమావేశంలో ప్రభుత్వాన్ని ప్రశ్నించిన MLC రఘువర్మ పార్వతీపురం మన్యం జిల్లా, సాలూరులో విలేకరుల సమావేశంలో ఉత్తరాంధ్ర ఉపాధ్యాయ ఎమ్మెల్సీ గౌ"శ్రీ పాకలపాటి రఘువర్మ* గారు మాట్లాడుతూ, ఆంధ్ర ప్రదేశ్ లో ఉపాధ్యాయులు తాము దాచుకున్న DA బకాయిలు, PF, APGLI, CPS మినహాయింపులు ప్రభుత్వం వారి వారి ఖాతాలలో జమ చేయకుండా పక్కదారి పట్టించడం దారుణమైన చర్య. ఉద్యోగులు కూడా ప్రజల్లో భాగమేనని, వారి సంక్షేమం చూడకపోగా ఆర్దికంగా నష్ట పరుస్తోంది అని, రాష్ట్ర వ్యాప్తంగా 4 వేల కోట్లు, విజయనగరం జిల్లాలో PF పెండింగ్ బకాయిలు 40 కోట్లు, APGLI బకాయిలు 10 కోట్లు వెంటనే విడుదల చేసి చెల్లింపులు చేయాలనీ ప్రభుత్వాన్ని డిమాండ్ చేశారు. రాష్ట్ర వ్యాప్తంగా ఉపాధ్యాయుల పై దాడులకు ఈ ప్రభుత్వం పూనుకున్నదని, విద్యా నాణ్యత పెంచడం లో చిత్త శుద్ది లేక హక్కుల కోసం పోరాడుతున్న ఉపాధ్యాయులపై కక్ష సాధింపు చర్యలను తీవ్రంగా ఖండిస్తున్నామని పేర్కొన్నారు. పదవ తరగతి పబ్లిక్ పరీక్షలలో దివ్యాంగులయిన విద్యార్థులకు రాయితీలు, మినహాయింపులు. ---------------------------------- ఆంధ్రప్రదేశ్ SSC బోర్డు నిర్వహించే పదవ తరగతి పబ్లిక్ పరీక్షల్లో ప్రత్యేక అవసరాలు గల విద్యార్థులకు వివిధ రకాల రాయితీలు, సదుపాయాలు, మినహాయింపులు రాష్ట్ర ప్రభుత్వంGO.MS. No. 86 ప్రకారం కల్పించింది. దివ్యాంగులయిన విద్యార్థులు అందరికీ పరీక్ష ఫీజు నుండి మినహాయింపు ఇవ్వబడింది. హెచ్ఎంలు నామినల్ రోల్స్ పంపేటప్పుడు దివ్యాంగుల వివరాలను తప్పక పంపాలి. లేనిపక్షంలో, వారిని సకలాంగులుగా గుర్తించి వీరికి ఎటువంటి మినహాయింపులు ఇవ్వరు. కనుక అన్ని స్కూళ్లలో దివ్యాంగులైన విద్యార్థులను గుర్తించి, వారికి ఉన్న ప్రత్యేక సదుపాయాలు గురించి తప్పక తెలియజేయాలి. అందులో ముఖ్యమైనవి1) శారీరక వికలాంగులైన విద్యార్థులకు( Orthopedic) ఏదైనా ఒక భాష(Language) నుండి పరీక్ష రాయకుండా మినహాయింపు ఇవ్వబడింది. మిగిలిన పరీక్షలు అన్నిట్లో 35 మార్కులు తప్పక సాధించాలి. 2) అదేవిధంగా అంధులకు( Blinds) కూడా ఏదైనా ఒక భాష నుండి మినహాయింపు ఇవ్వబడింది. కానీ మిగిలిన 5 సబ్జెక్టులలో కనీసం 20 మార్కులు సాధిస్తే పాస్ అయినట్లే. 3) వినికిడి లోపం( Deaf) గల విద్యార్థులకు రెండు భాషల నుండి మినహాయింపు ఇవ్వబడినది. మిగిలిన 4 సబ్జెక్టులలో 20 మార్కుల సాధిస్తే వారు పాస్ అయినట్లే. 4) మాటలోపం( Speech Problem) గల విద్యార్థులకు అన్ని (6) సబ్జెక్టులలో 20 మార్కులు సాధిస్తే పాస్ అయినట్లే. 5)మానసిక వికలాంగులైన విద్యార్థులకు అన్ని పరీక్షలు రాయవలసిందే ,-కానీ వీరికి అన్ని సబ్జెక్టులలో 10 మార్కులు చొప్పున సాధిస్తే పాస్ అయినట్లే. 6) అదేవిధంగా కుష్టు వ్యాది నయగ్రస్తులు ( Leprosy Cured), సెరిబ్రల్ పాలసీ(CP), మరుగుజ్జులు( Dwarf), కండర పక్షవాతం( Muscular Distrophy) మరియు యాసిడ్ దాడికి గురైన వారు మొదలగు వర్గాలకు ఏదైనా ఒక భాష నుండి మినహాయింపు ఇవ్వబడింది. అన్ని సబ్జెక్టులలో కనీస మార్కులు 10 సాధిస్తే పాస్ అయినటట్లే. 7)బహుళవైకల్యం, దీర్ఘకాలిక నరాలకు సంబంధించిన వైకల్యం, పార్కిన్ సన్స్, హిమోఫిలియా, తలసీమియా, సికిల్ సెల్ అనీమియా తదితర వైకల్యాలు గల విద్యార్థులకు మూడో భాష ఇంగ్లీష్ నుండి మినహాయింపు ఇవ్వబడింది. వీరు 35 మార్కులు సాధిస్తేనే పాస్ 8) అభ్యసన వైకల్యం( Learning Disabled Students) కు ఇంగ్లీషు భాష నుండి మినహాయింపు ఇవ్వబడింది. మిగిలిన 5 సబ్జెక్టులలో 15 మార్కులు చొప్పున వస్తే పాస్ అయినట్లే. 9) అందులకు, చేతులకు సంబంధించిన వైకల్యం గల శారీరక వైకల్యం గల వారికి , MR, CP. న్యూరో సమస్యలు గలవారిలో చేతులు స్వాధీనం లో లేనివారికి మాత్రమే ( Scribe) ఒక సహాయకుడిని పరీక్ష రాసేందుకు అనుమతిస్తారు. ప్రతి గంటకు 20 నిమిషాలు చొప్పున అధనపు సమయం కేటాయిస్తారు. CWSN. విద్యార్థుల కు వారి అవసరాన్ని బట్టి వివిధ పరికరాలు, కుర్చీలు, కంటి అద్దాలు, క్యాలిక్యులేటర్లు, శ్రావణ యంత్రాలు, కృత్రిమ అవయవాలు, Care Takers సేవలను ఉపయోగించుకోవచ్చు. Scribe, ప్రత్యేక పరికరాలు, సదుపాయాలు కావాలనుకునే వారు ముందుగా విద్యాశాఖ అధికారులకు, పరీక్ష కేంద్రం Chief Examiner కు రాతపూర్వకంగా తెలిపి అనుమతి తీసుకోవాలి. పై సదుపాయాలు అన్నింటిని వైకల్యాల ఆధారంగా విద్యార్థులకు తప్పక అవగాహన కల్పించాలి. వికలాంగ విద్యార్థులు సధరం వైకల్య సర్టిఫికెట్ లేదా సివిల్ అసిస్టెంట్ సర్జన్ అందించిన మెడికల్ సర్టిఫికెట్లు అందజేయాలి. హెడ్మాస్టర్లు నామినల్ రోల్స్ పంపే సమయంలోనే దివ్యాంగుల కు ఆయా వైకల్య కోడ్ వేసి పంపితే , వారి వైకల్యాల ఆధారంగా వారికి మినహయింపులు ఇచ్చిన సబ్జెక్టు మినహా మిగిలిన సబ్జెక్టులకు సంబంధించిన ఓఎంఆర్ షీట్లు మాత్రమే పరీక్ష కేంద్రాలకు పంపబడును. In the reference 2nd read above, Government have issued orders for release of Dearness Relief (DR) for the period from 01.07.2019 to 31.12.2021 to the pensioners/family pensioners. 3. In the reference 3rd read above, Government have issued orders for release of Dearness Relief (DR) in respect of Pensioners /Family Pensioners, drawing their pay in the Revised UGC Pay Scales, 2006 and the Judicial Pensioners/Family Pensioners whose pay was revised as per Sri Padmanabhan Committee Report vide the G.O. Ms. No.73, Law (LA&J, SCF) Department, dated 01.05.2010 with effect from 01.07.2021. 4. In the reference 4th read above, Government have issued orders for release of Dearness Relief (DR) with effect from 01.01.2022 in respect of Pensioners /Family Pensioners. 5. Government hereby order the revision of Dearness Relief (DR) sanctioned in the Government orders 4th read above to the Pensioners/Family Pensioners, from 22.75% of the Basie Pay to 26.39% of the Basie Pay with effect from 01.07.2022 in respect of: a. those who retired from service after 01.07.2018 and drawing pension in the Revised Pay Scales, 2022; b. those who retired prior to 01.7.2018 and whose pension was consolidated in the light of orders issued in the G.O. 1st read above. 6. Government also hereby order to revise the rates of Dearness Relief with effect from 01.07.2022 to various categories of pensioners in the State w.r.t 5th read above, as indicated below: Sl. (e) Pensioners in receipt of Compassionate Pension under the rules for Compassionate Pensions and Gratuities in the Hyderabad Civil Services Rules; and (f) Those in receipt of Pensions under the Wound and Extraordinary Pension Rules. (2) Pensioners governed by Andhra Pradesh Revised Pension Rules, 1980. 8. These orders are not applicable to the financial assistance grantees and others who are not entitled for Dearness Relief. 9. The Dearness Relief sanctioned in above paras shall be paid with pension of November 2023, payable in December 2023. The arrears on account of increase of DR for the period from 01.07.2022 to 31.10.2023 shall be paid in three (3) equal installments in April, July & October, 2024. 10. All the Treasury Officers/ Pension Payment Officers shall work out and make payments of the Dearness Relief on Pension sanctioned in this order without waiting for further authorization/ instructions from the Accountant General (A&E), Andhra Pradesh, Vijayawada in terms of the orders issued in the G.O.Ms.No.270, Finance & Planning (FW: PSC.I) Department, dated. 7.10.1986. 11. All the Treasury Officers/Pension Payment Officers shall work out and make payments of the dearness relief on pension sanctioned in this order in terms of orders issued in the G.O.Ms.No.122, Finance (Pen.I) Department, Dt: 22.05.2014 12. The expenditure is allocable among the various States in accordance with provisions of Rule 24 of the incidence of Pension Rules in Appendix III-B of the Andhra Pradesh Accounts Code, Volume-I. 13. In respect of the categories of employees who are not covered for payment through the Treasuries, the expenditure shall be debited to the Pension Fund of Zilla Parishad and Pension Fund of the respective Municipal Councils. 14. In respect of the Pensioners of the Universities, the expenditure on account of the Dearness Relief now sanctioned above shall be met from the Block Grants allotted to them. 15. The CEO, APCFSS is directed to develop a software module to calculate the DA arrears and generate due drawn statement to facilitate generation of DA arrears bills by the Drawing & Disbursing Officers. 16.
