To examine as to what extent the existing DA may be merged in pay and, to evolve consequent new set of pay scales merging DA therein and to suggest the mode of fixation of pay in the Revised Pay Scales. iii. To study the Automatic Advancement Scheme as modified from time to time keeping in view the anomalies that have arisen during the implementation of the said scheme and also to examine whether the said scheme should continue in its present form and to make the recommendations in this regard. Iv. To examine the need for various Special Pays, Compensatory and various other Allowances and other perquisites in cash or kind now allowed and to make recommendations regarding their continuance or otherwise and if continuance is recommended, the modifications, if any are deemed, desirable with regard to their rates, terms and other conditions which should govern them in future. V. vi. To examine and review the existing pension structure for pensioners, and make recommendations which may be desirable and feasible. To evolve principles / norms/ criteria / guidelines for making any category of post as gazetted and give suggestions in respect of the categories of posts proposed either by Associations / administrative departments for making certain categories of posts as gazetted. vil. Review of the existing human resources of all departments in tune with the contemporary requirements including contract/ outsourcing personnel particularly in the context of State bifurcation. viii. To give its recommendations on any other matter referred to it by the State Government during the tenure of its office. ix. In formulating its recommendations, the Commission may take into account the overall financial position of the State. 5. The Pay Revision Commission may lay down its own procedure for receiving representations, examining witnesses and calling for information. The Departments of Secretariat and Heads of Departments shall furnish all necessary information as and when required by the Pay Revision Commission and extend such co-operation and assistance as may be required by him. 6. The Pay Revision Commission may ordinarily function from Velagapudi, but may tour within or outside, the State, if necessary. 7. పిటిషనర్లను రిక్రూట్‌చేశారని.. మహిళా శిశు సంక్షేమ శాఖ కింద పనిచేస్తున్న వీరిని పోలీసు శాఖకు జత చేస్తూ మహిళా పోలీసుగా పేరుమార్చారని తెలిపారు. ఖాకీ డ్రెస్‌ వేసుకోవాలని ఒత్తిడి చేస్తున్నారని.. సాధారణ పోలీసుల మాదిరిగా బందోబస్తు, నైట్‌ డ్యూటీలు వేస్తున్నారని వెల్లడించారు. గ్రామ/వార్డు సచివాలయాలకు చట్టబద్ధత కల్పిస్తూ ప్రభుత్వం తీసుకొచ్చిన ఆర్డినెన్స్‌ కాలపరిమితి జూన్‌ 7 తోనే ముగిసిందన్నారు. అది చట్టంగా రూపుదాల్చలేదని కోర్టు దృష్టికి తెచ్చారు. ప్రభుత్వం తరఫున అడ్వకేట్‌ జనరల్‌ ఎస్‌.శ్రీరామ్‌ వాదనలు వినిపించారు. ఆర్డినెన్స్‌ కాలపరిమితి ముగిసిందో లేదో వివరాలు సమర్పించాలని జస్టిస్‌ డీఈవోగా ఆర్జేడీ వీఎస్‌.సుబ్బారావుకు బాధ్యతలు జిల్లా విద్యాశాఖాధికారిపై వేటుపడింది. ఉపాధ్యాయ ఉద్యోగోన్నతుల్లో చోటుచేసుకున్న అవకతకవలే ఇందుకు కారణమైంది. ఆయన బాధ్యతలు తీసుకున్న నాటి నుంచి తీసుకున్న ప్రతి నిర్ణయం వివాదాస్పదమయ్యాయి. ఇటీవల ఉపాధ్యాయుల బదిలీల్లో తీవ్ర గందరగోళం నెలకొంది. కీలకమైన స్థానాలను బ్లాక్‌ చేశారన్న ఆరోపణలు ఉన్నాయి. గ్రేడ్‌-2 హెచ్‌ఎంలకు ఇటీవల ఎంఈఓ-2 పోస్టులకు పదోన్నతి పొందారు. ఆ ఖాళీలను భర్తీచేసేందుకు స్కూలు అసిస్టెంట్లకు హెచ్‌ఎంలుగా ప్రమోషన్‌ కల్పించేందుకు రూపొందించిన సీనియార్టీ జాబితాపైన అనేక ఆరోపణలు వచ్చాయి. ఆ కౌన్సెలింగ్‌లో వాగ్వాదం చోటుచేసుకుంది. అలాగే ఎస్జీటీలకు ప్రమోషన్లు కల్పించేందుకు రూపొందించిన సీనియార్టీ జాబితాల్లో అనేక అక్రమాలు చోటుచేసుకోవడంతో వాటిని సరిచేయాలని కోరినా పట్టించుకోకపోవడంతో వారంతా ఆందోళనలు చేపట్టాల్సిన పరిస్థితి ఏర్పడింది. ఎన్ని ఆరోపణలు వచ్చినా జిల్లా విద్యాశాఖాధికారి రమేష్‌ పట్టించుకున్న పరిస్థితి లేకుండాపోయింది. ఒంగోలు(కలెక్టరేట్‌), జూలై 7 : సమాజంలో విద్యార్థులను ఉన్నతులుగా తీర్చిదిద్దాల్సిన జిల్లా విద్యా శాఖ గాడితప్పింది. విద్యాశాఖాధికారే బాధ్యతలు చేపట్టిన నాటి నుంచి అనుసరించిన విధానాలతో శాఖ ప్రతిష్ట దిగజారిపోయింది. నాలుగు నెలల్లోనే ఆయన ఆయన అనేక వివాదాస్పద నిర్ణయాలు తీసుకున్నారు. బదిలీల నుంచి ఉద్యోగోన్నతుల వరకు అంతా గందరగోళం సృష్టించారు. పలు సందర్భాలలో ఉపాధ్యాయ లోకం అనేకసార్లు రోడ్డెక్కాల్సిన పరిస్థితి తెచ్చారంటే ఆయన తీరు ఏ విధంగా ఉంటుందో అర్థం చేసుకోవచ్చు. ప్రధానంగా ఉపాధ్యాయుల బదిలీలు, ఉద్యోగోన్నతులు కల్పించే విషయంలో జిల్లా విద్యాశాఖాధికారి పి.రమేష్‌ వింత పోకడ పోయారు. ప్రభుత్వం చెప్పిందనే కారణంతో భారీగా పోస్టులను బ్లాక్‌ చేశారు. ఆయా పోస్టులకు పైనుంచి ఆర్డర్లు రావడం, వారికి ఆగమేఘాలపై బాధ్యతలు అప్పగించడంపై విమర్శలు వెల్లువెత్తాయి. అలాగే బదిలీల సమయంలో జాబితాల రూపకల్పన సమయంలోనూ అనేక తప్పిదాలు చోటుచేసుకున్నాయి. అన్నింటిలోనూ ఆరోపణలు ఇటీవల జరిగిన ఉపాధ్యాయ బదిలీల కౌన్సెలింగ్‌లోనూ అనేక ఆరోపణలు వెల్లువెత్తాయి. బదిలీల దరఖాస్తుల్లో ఉద్యోగోన్నతులకు అన్‌విల్లింగ్‌ చెప్పినా జాబితాల్లో చూపడం, పోస్టులు లేని చోట నియామకాలతో దాదాపు 40మంది టీచర్లను గాల్లో ఉండడం, తర్వాత వారికి ఎక్కడో ఒకచోట పోస్టుల చూపడం తదితర తప్పులతో విద్యాశాఖ అప్రతిష్ట మూటగట్టుకుంది. తాజాగా సెకండరీ గ్రేడ్‌ టీచర్లకు స్కూలు అసిస్టెంట్లుగా ఉద్యోగోన్నతులు కల్పించేందుకు ప్రభుత్వం గ్రీన్‌సిగ్నల్‌ ఇచ్చింది. దీంతో జిల్లా విద్యాశాఖాధికారి కార్యాలయంలో సెకండరీ గ్రేడ్‌ టీచర్ల సీనియార్టీ జాబితాను ప్రకటించి ఆ తర్వాత సబ్జెక్టుల వారీగా కౌన్సెలింగ్‌ నిర్వహించాల్సి ఉంది. అయితే సీనియార్టీ జాబితాలోనే అనేక అవకతవకలు జరిగాయని వాటిని సరిచేయాలని ఏపీటీఎఫ్‌, తెలుగునాడు ఉపాధ్యాయ సంఘం నాయకులు కోరినా పట్టించుకున్న పరిస్థితి లేదు. సీనియార్టీ జాబితాలోని అవకతవకలను సరిచేయకుండానే ప్రమోషన్ల కౌన్సెలింగ్‌ నిర్వహించేందుకు ప్రయత్నాలు చేయడంతో పెద్ద రగడే జరిగింది. ఈ నేపథ్యంలో తెలుగునాడు ఉపాఽధ్యాయ సంఘం రాష్ట్ర అధ్యక్షుడు మన్నం శ్రీనివాస్‌, ప్రధాన కార్యదర్శి శ్రీరామశెట్టి వెంకటేశ్వర్లు, ఏపీటీఎఫ్‌ జిల్లా ప్రధాన కార్యదర్శి డి.శ్రీనివాసులు విద్యాశాఖ కమిషనర్‌కు ఫిర్యాదు చేశారు. విచారణకు ఆదేశించిన కమిషనర్‌ ఉపాధ్యాయ సంఘాల ఫిర్యాదులపై స్పందించిన విద్యా కమిషనర్‌ ప్రకాశం జిల్లాలో జరుగుతున్న పదోన్నతుల అవకతవకలపై పరిశీలన చేయాలని ఆర్జేడీ సుబ్బారావును ఆదేశించారు. ఆ మేరకు సుబ్బారావు గురువారం ఒంగోలు చేరుకున్నారు. అదే సమయంలో డీఆర్‌ఆర్‌ఎం హైస్కూల్‌లో ప్రమోషన్ల సీనియార్టీ జాబితాలో అవకతవకలపై ఉపాధ్యాయులు ఆందోళన చేస్తున్నారు. దీంతో అక్కడ జరుగుతున్న కౌన్సెలింగ్‌ను నిలిపివేశారు. గణితం సీనియార్టీ జాబితాలో నిబంధనలకు విరుద్ధంగా ఆవుల ఆనంతవిజయలక్ష్మీ, కే.పద్మ, లంకా జనార్దన్‌, బి.వెంకటశివశాస్త్రిలను ముందు వరుసలో ఉంచారు. ఈ ఉపాధ్యాయులు అర్హులైతే గత ఉద్యోగోన్నతుల జాబితాలోనే నమోదు చేసుకుని పదోన్నతులు పొందాల్సి ఉంది. కానీ అందుకుభిన్నంగా జాబితాలో చేర్చడంతో ఆయా ఉపాధ్యాయ సంఘాలు ఆర్జేడీ సుబ్బారావుకు వినతిపత్రాలు అందజేశారు. ఆయా అంశాలన్నింటిని పరిశీలించిన ఆయన ఆ ఫిర్యాదులను కమిషనర్‌ సురేష్‌కుమార్‌కు పంపడంతో డీఈఓ పి.రమేష్‌ను కమిషనర్‌ కార్యాలయానికి సరెండర్‌ చేస్తూ ఉత్తర్వులు జారీచేశారు. బాధ్యతలు చేపట్టిన నాటి నుంచి వివాదాస్పదమే డీఈవోగా పి.రమేష్‌ గత ఫిబ్రవరి నెలలో బాధ్యతలు స్వీకరించారు. ఆ నాటి నుంచి సరెండర్‌ అయ్యే వరకు కూడా అనేక అంశాలు వివాదాస్పదంగానే కొనసాగాయి. సాధారణంగా ఏదైనా సమస్య వస్తే జిల్లా ఉన్నతాధికారిగా సామరస్యంగా పరిష్కరించాల్సిన బాధ్యత ఆయనదే. కానీ డీఈఓ తీసుకునే ప్రతి నిర్ణయం లోపభూయిష్టంగా మారింది. ప్రతి విషయంలో గందరగోళం నెలకొంది. దీంతో ఉపాధ్యాయులు ఆందోళనలు చేపట్టడం సర్వసాధారణంగా మారింది. గతంలో పనిచేసిన జిల్లాల్లో కూడా ఇదేవిధంగా వివాదాలు చేపట్టనున్నట్లు కన్వీనర్ నాగరాణి తెలిపారు. 10న ప్రవేశాలకు ప్రకటన విడుదల చేయనున్నామని, 14 నుంచి 17 వరకు రిజిస్ట్రేషన్, ప్రాసెసింగ్ రుసు ములు 17-20: ధ్రువపత్రాల పరిశీలన, 19-21: కోర్సులు, కళాశాలల ఎంపికకు వెబ్ ఐచ్ఛికాల నమోదు, 22న ఐచ్ఛికాల మార్పునకు అవకాశం కల్పించినట్లు వెల్ల డించారు. 25న సీట్ల కేటాయింపు, సీట్లు పొందిన వారు 25 నుంచి 30వ తేదీలోపు కళాశాలల్లో చేరాల్సి ఉంటుం దని తెలిపారు. ఈ సెట్కు 34,503 మంది విద్యార్థులు హాజరు కాగా 31,933 మంది అర్హత సాధించారు. కొనసాగుతున్న దొడ్డిదారిబదిలీలు: నేతల సిఫార్సుతో ఉపాధ్యాయులకు కోరుకున్న చోట పోస్టింగ్లు ఈనాడు, అమరావతి: ఉపాధ్యాయుల పదోన్నతులు కొన సాగుతున్న సమయంలో గుట్టుచప్పుడు కాకుండా ప్రభుత్వం సిఫార్సు బదిలీలకు తెరలేపింది. ఇటీవల రాష్ట్ర వ్యాప్తంగా 140 మందికి రాజకీయ పలుకుబడితో బదిలీలు చేసిన ప్రభుత్వం... ఇప్పుడు ఈ ప్రక్రియను ఇంకా కొనసాగిస్తూనే ఉంది. వైకాపా నేతలు, ప్రజాప్రతినిధులు సిఫార్సు చేసిన వారికి కోరుకున్న చోట పోస్టింగ్లు ఇచ్చేస్తున్నారు. ఒక్క ప్రకాశం జిల్లాలోనే 40 మందికి ప్రభుత్వం కోరుకున్న చోటకు బదిలీ చేసింది. నిబంధనల మేరకు సాధారణ బదిలీల్లో సీనియారిటీ ప్రకారం స్థానాలు కేటాయించాల్సి ఉండగా... కొందరు అధికార పార్టీ నేతల సిఫార్సుతో కోరుకున్న చోట పోస్టింగ్లు పొందుతున్నారు. కర్నూలు జిల్లాలో 12వరకు సిఫార్సు బదిలీలు  జరిగాయి. పట్టణాలు, సాధారణ నగరాలకు సమీపంలోని పాఠశాలల్లో పోస్టులను బ్లాక్ చేశారు. దీంతో చాలా మంది మారుమూల ప్రాంతాలకు వెళ్లాల్సి వచ్చింది. ఇప్పుడు ఈ స్థానాలకు రాజకీయ పలుకుబడి ఉన్నవారికి ఇస్తున్నారు.రాజకీయ బదిలీలు పొందిన వారికి పోస్టింగ్లు ఇవ్వడంతో జాప్యం చేయడం, పదోన్నతుల్లో నిబంధనలు ఉల్లంఘించా రనే కారణంతో ప్రకాశం జిల్లా విద్యాధికారిని కమిషనరేట్క సరెండర్ చేస్తూ ప్రభుత్వం ఆదేశించింది.పదోన్నతుల్లో గందరగోళం..స్కూల్ అసిస్టెంట్లకు ప్రధానోపాధ్యాయులు, సెకండరీ గ్రేడ్ టీచర్లకు స్కూల్ అసిస్టెంట్లుగా కల్పించే పదోన్నతుల్లో గందర గోళం నెలకొంది. ఆఫ్లైన్లో పదోన్నతులు, పోస్టింగ్లు ఇస్తుం డడంతో కొందరు ఉపాధ్యాయులకు అన్యాయం జరుగుతు న్నట్లు ఫిర్యాదులు వస్తున్నాయి. గతంలో పదోన్నతి వదులు కున్న టీచర్లు ఏడాది వరకు పదోన్నతి తీసుకోకూడదని పాఠ శాల విద్యాశాఖ ఆదేశాలు జారీ చేసింది. అనేక జిల్లాల్లో ఈ నిబంధనను ఉల్లంఘిస్తున్నారు. గతంలో పదోన్నతి వదులు కున్న వారిని సైతం కొత్త జాబితాలో చేరుస్తున్నారు. దీంతో కొందరికి దూరంగా పోస్టింగ్లు వస్తుండగా.. మరికొందరికి పదోన్నతులు లభించడం లేదు. పోస్టింగ్లు ఇవ్వడంలోనూ కొందరు అధికారులు మామూళ్లు తీసుకుంటున్నట్లు ఆరోపణలు న్నాయి. కంప్యూటర్ ఆపరేటర్లు జాబితాలను తరచూ మార్చే స్తున్నట్లు కమిషనరేటు ఫిర్యాదులు చేస్తున్నారు.

PUBLIC NOTICE 6 July 2023 Subject: Clarification on UGC Regulations on Minimum Qualifications and for appointment of teachers and other academic staff in universities and colleges and measures for the maintenance of standards in higher education, 2018 and 1" & 2nd Amendments UGC Regulations 2018 prescribe, among other things, minimum qualifications for the appointment of Assistant Professors in Universities and Colleges. The minimum qualification set by the Regulations for Assistant Professors is NET/SET/SLET. However, clause 3.10 of UGC Regulations 2018 also says that Ph.D. Degree shall be a mandatory qualification for direct recruitment to the post of Assistant Professor in Universities effective 01.07.2021. The applicability of this condition was extended till 1st July 2023 through an amendment notified on 12th October 2021. Further, on 1st July 2023, this clause was amended again (2nd amendment), prescribing NET/SET/SLET as the minimum eligibility criteria for the direct recruitment of Assistant Professors. Clause 3.10 is a general condition. In the discipline-wise eligibility criteria given under clause nos. 4.0, 4.2. 4.3, in the UGC Regulations 2018, it is mentioned that for Master's degree holders, NET/SLET/SET is the minimum eligibility criteria, and Ph.D. degree holders are exempted from NET/SLET/SET. To make this point clear, the eligibility criteria prescribed for the disciplines of Arts, Commerce, Humanities, Education, Law, Social Sciences, Sciences, Languages, Library Science, Physical Education, and Journalism & Mass Communication as given under clause 4.1 in the UGC Regulations 2018, are reproduced below: A Master's degree with 55% marks (or an equivalent grade on a point scale wherever the grading system is followed) in a concerned/relevant/allied subject from an Indian University or an equivalent degree from an accredited foreign university. ii) Besides fulfilling the above qualifications, the candidate must have cleared the National Eligibility Test (NET) conducted by the UGC or the CSIR, or a similar test accredited by the UGC, like SLET/SET, or who are or have been awarded a Ph. D. Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of M.Phil/Ph.D. Degree) Regulations, 2009 or 2016 and their amendments from time to time as the case may be exempted from NET/SLET/SET It is clear from the above that UGC has amended the general condition clause no. 3.10, which stipulates Ph.D. as a mandatory requirement from 1st July 2023. The detailed eligibility criteria given under various disciplines are not amended, and it is mentioned clearly that NET/SLET/SET is the minimum requirement for the direct recruitment of an Assistant Professor for those who do not have a Ph.D. degree. But holders of Ph.D. degrees awarded as per UGC Regulations and its amendments are exempted from NET/SLET/SET and thereby eligible for direct recruitment to the post of Assistant Professor.
